Software will be identified and integrated by staff who are experts in the curriculum and the best learning strategies.

Every teacher will have access not only to application programs but to specific curricular software packages that they can use to teach certain curricular concepts more effectively. The model lessons created by other staff will be available for their use.

September 1998 - New computers were in place in every district classroom and lab.

Some basic software packages that were purchased from the TLC Grant (cycle I funding) were installed on all computers district wide.

Additional software packages with specific curricular ties to aid in the learning of student outcomes still are needed. These will be purchased.

October 1, 1999 - After reviewing and purchasing the lists of software titles that were recommended by our teaching staff, curricular software was installed.

Related in-service opportunities were offered daily on a Monday through Thursday schedule.

Stipends were paid to teachers who developed model instructional units based on the Michigan Curriculum Framework and effective integration of technology.

To purchase and install software that is closely aligned with our curriculum, and rewrite curriculum to effectively integrate the purchased software to improve student learning.

Over 150 model lessons which effectively integrate technology will be published on the district website.

State Technology Plan:

Recommendation 2 of the Michigan State Technology plan states that, "the core curriculum of each school should address the use of technology as an integral part of student learning in each content area. The district's goals integrate software that is closely aligned to the curriculum to improve student learning. The state and district goals are directly related.

Subgrantee Learning Goals:

There are many concepts that can be better taught using effective and engaging software. By analyzing the curriculum and identifying concepts that had not been taught well with traditional teaching tools, software and associated lesson plans were developed to help teachers teach these concepts more effectively. . . ultimately improving student learning.

Strategy:

By involving the community, libraries, private schools and business people in developing the foundation for the district's technology plan, chances for success are greatly improved. In addition to gathering their input, East Detroit Schools allows community members to take any technology-related class that is offered to their staff free of charge. We opened some of our new multimedia computer labs in the evenings so that community members and families could access and use effective and engaging software and on-line resources with assistance from trained volunteers. As a result of the district's commitment to involve outside entities, the community is very supportive of the educational technology program and demonstrates its support by allocating adequate resources and funding for the purchase of emerging technologies and software that can improve student learning.

Comment: The TLC Grant (cycles I & II) funds that we received were used to purchase and install effective and engaging software. The TLC Grant Cycle III program enabled the district to provide professional development opportunities and programs for our staff to learn to effectively integrate the software into the curriculum.

With other state and local funding, about half of our teaching work force has participated and continues to participate in educational technology-related training. We offer classes almost every day after school, as well as during the summer, to our staff, C.A.S.T. Volunteers, and Wayne State University student and pre-student teachers. Additionally, the teachers could work with members of the curriculum department staff to review effective instructional strategies which could be enhanced via technology integration.

Comment: The TLCF funds that we received were used to purchase and install effective and engaging software. However, with other state and local funding, we were able to purchase approximately 1,200 multimedia computers. This purchase enabled us to put one multimedia computer in every classroom in our 12 school buildings, as well as one to six 30 station computer labs in each building. These computers were purchased in the summer of 1998 and the software that was purchased with the TLCF award was installed on these new machines. This computer/software configuration was a key element in the development of the model lessons teachers developed which effectively integrate technology resulting in improved student learning.

Comment: The TLCF funds that we received were used to purchase and install effective and engaging software. However, our district WAN which consists of a combination of single and multimode fiberoptic cable and ATM transmission equipment is currently being built with local bond issue funds. When this network is complete, every classroom will have direct high speed connection to the internet. Since the money has been allocated and the work to build this WAN has begun, we rated our progress in this area as a five.

Comment: We have made tremendous progress toward this goal with the use of our TLCF award. During this funding year we have gone from a three to a four rating as a result of TLC grant funding. We have been able to purchase and install effective and engaging software in nearly every content area, but not for every grade level. We have been fortunate enough to receive a second year of TLC funding to purchase this additional software. In September 1999, we rated our progress towards this goal as a five. The review and selection of the software enabled our staff to effectively integrate technology to improve instruction and learning. Instructional lessons which feature technology integration are well aligned with the Michigan Curriculum Framework's Standards and Benchmarks.

Evaluation:

A district committee was formed to:

  1. develop a likert-scale survey instrument that will measure building and district progress toward meeting National Education Goals and the State's Content and Performance Standards,
  2. identify hard and soft data to be collected to determine the effects of using effective and engaging curricular software on student learning; review lessons which effectively integrate technology and then publish selected lessons on the district website (as well as in curriculum binders) for all staff.
  3. develop a survey to collect student opinion information about how the effective and engaging software improved the learning process, and
  4. develop a process of collecting examples of exemplary student work that was generated using effective and engaging software. When appropriate, these products could be posted on the district's web site for review. Since the software was just installed and teachers are just beginning to use it with students, the committee plans to complete the evaluation process in the Fall of 1999.
  5. continue to measure the effectiveness of technology integration through staff surveys and assessment alignment with state and national standards.
